1. Who is going to remove it and will the land be restored to something resembling its natural state?

I say "resembling it's natural state" because restoring the land to what it was before this crap was built is impossible.

Unfortunately they will probably replace it with photovoltaic crap, which will only increase the ultimate environmental footprint of this boondoggle.
