There was a low paying district that wasn't very far for me. I donate the money to charity, so the money didn't really matter.
I went to the HS there a handful of times for science & math.
When the principal left to take the AD job at a much bigger HS, a new principal comes in.
He texted me that he was looking forward to meeting and asked if I'd do an English class.
I told him the old principal left out an important fact. I only do science & math classes. He never contacted me again.
I ran into the old principal last Friday at the school he went to.
He told me that principal ran off a guy from the next town over that was THE go-to sub for that school.
His #1 sub! Willing to work for that piddly money, over & over.
Another school I went to a lot asked me to quit commenting on a student's behavior while it was happening. I can't imagine how a sub could be handcuffed more than to have to say nothing while the behavior is happening. I quit going there.r
So, what you're describing seems to be endemic.
