9. I once tried to return some junk mail that had an unknown name on it

and it included "or resident" on the label. The mailman told that because of that, it wasn't improperly delivered, and therefore could not be returned to sender. I guess it's a way to avoid having bulk junk mail sent back.

It seems to me that if the mail doesn't include that, and it's not to your name, you should be able to send it back. But honestly, I am not sure what the specific USPS rules and policies are.
