(829 posts)35. There was the Tonkin Gulf Resolution of August 1964
in which Congress essentially left it up to the President to determine how far American involvement in the conflict would go. And remember, there were two Viet Nams at the time. The Tonkin Gulf Resolution was directed at North Viet Nam.
