to amounts distributed for federal benefits? And when a state doesn't withhold taxes, the individual who still owes the full amount isn't credited. For FICA, the amount also would likely not be credited to their Social Security career earnings. Amounts needed for Medicare eligibility wouldn't be paid. Individuals would be far more affected than state governments. In this game of the biggest loser, the individuals come in first.
