apparently some didn't want to go along with the idea due to their and their lawyers' concern of doing that and the potential of opening them up to potential legal (and other) threats/consequences.

It's probably similar to the quandary by those abused by the Catholic church decades ago, finally deciding so many years later, to report the abuse, and submit claims.
