based on the fact that a person is in congress or a federal civil servant.
It's simply not true that federal officials and civil servants have some sort of "cadillac" insurance. While elected officials do have the services of Walter Reed available to them when they are in DC, they see their own PCPs and specialists when they are back home. Fetterman has a cardiologist and probably has had one for awhile.
