I don't follow policy in depth ... there's Nixon-Milk-campaign contributions, and farm subsidies in my mind. I know the government stopped buying cheese about late 1980s and it is stored in underground caves and was sold to Kraft (I think), but government distribution of food is all handled through private firms (I think) now. That we could revert to 1930s policy is news to me. Congress needs to clean up old laws when they pass new laws. But if lobbyists aren't behind it - $$$$$ - nothing happens.
