When he was a candidate for President in 2016 he proposed the following:

1. Expand the court to 15 justices
2. Reserve 5 seats each for Democrats and Republicans to fill
3. Reserve 5 seats for the other 10 justices to agree upon and nominate

I would add that any nominee be required to have a straight up or down vote within 30 days of the nomination being conveyed to the Senate. If the Senate fails to hold that vote then they would each have their paychecks docked one months pay for each month or part that they fail to hold that vote.

This would bring SCOTUS as close to an ideologically balanced court as humanly possible.

Obviously, this would require a Constitutional amendment since the power to nominate justices is reserved for the President
