because the "threats" of doing something, "hadn't happened yet", and thus the issues were "not an 'emergency'" requiring an immediate TRO. The "threats" DID eventually happen however, and the parties refiled.

In this IL case, it looks like there is a hearing scheduled for Thursday to review.
