a senator objects, it takes 60 votes to proceed. So no, unless Democratic senators agree not to object, Republicans cannot unilaterally pass a continuing resolution.

There is a nuclear option that could circumvent Senate Rule 22 requiring 60 votes for cloture. While it has been used for nominations, neither party is willing to go nuclear on passing legislation. Once used, the Senate would be irrevocably transformed into just a more exclusive version of the House of Representatives.
