The order means nothing. Not any different here in the US.
The court may rule this or that but when it comes to the government, all it can do is hope they comply because if they don't there is nothing the court can do about it.

Same here in the US. Mango Mussolini can freely ignore court orders and has because their is no repercussions if he doesn't. The courts are toothless and helpless in the face of a government that is willing to ignore their rulings.
