The US currently has substantial untapped deposits, e.g. lithium in and around the Salton Sea in California.
What they both lack are processing facilities for what are very dirty extraction and refining processes, which China has. ("Rare earths" aren't particularly rare.)
My understanding was that Trump was going to offer Putin access to deposits in the east Ukrainian lands Russia's partially occupied, along with assistance in extracting and processing them, which would deserve a Nobel Prize for chutzpah.
