The Europeans have been wishy-washy about actually doing anythi9ng but they are getting ripped to shreds by members in their own parliaments for not even being willing to at least take any sanctions action against Israel.
All along the idea of an international force would have been the proper thing even form the beginning in 1948 but the US and Great Britain were locked in a battle for control of oil in the Middle East, along with other political battles between groups, and so nothing was done. After 1967 the US pushed hard and demanded that the UN allow Israel to be the "administration/security" in Gaza and the West Bank.
From that point forward any and all conferences, negotiations etc. have always been more farce by Israel rather than anything really approaching a serious 2 state solution. For example they made a proposal that involved all kinds of non-contiguous plots of land in the West Bank separated by Israeli roads and checkpoints with Israel controlling everything in and out and all movement of people. Hardly a viable situation.
Israel has fought all along against the idea of an international peacekeeping force despite the fact that it has been in place in the Sinai and has worked well for many decades.
