3. Musk's whinings again?

Musk's "Twitter" whinings don't count as a legitimate criticism of the review process. Isn't Musk close to at least half a decade behind schedule now in terms of what he has promised to deliver versus what he and SpaceX have actually delivered (at great cost to the US taxpayer)? That problem was not caused by slow reviewing, but likely by his over-salesmanship, by bad management, or by an unrealistic prognostication of certain companies' abilities.

FAA procedures should be followed so that Musk isn't allowed to pollute the world's airspace frequently with fragments of his failed and exploded rockets.
