I didn't think it was "a surprise" because I am thinking that the upstream of the chain (importers and wholesalers) were still "eating" the higher prices (at least whatever had actually gone into effect), so the retailers could have a bit of a break (and they stocked up ahead of TACO's flip flop tariffs). But now their warehouses are drained or are draining and that will eventually trickle down to the retailers, who will eventually need to pass those higher prices on to the consumers.
