3. Switchboard issues are the most difficult to troubleshoot.

Main circuit breakers have dozens of interconnections which can cause them to trip. Over time, arcing while switching causes contacts to deteriorate. Sometimes they weld shut, other times contact is broken.

Often these problems are intermittent, so everything seems fine but it's not.

Still, in the case of the Dali, there was able reason not to leave the dock.

Ship's managers often make sailing in an unseaworthy condition sound like a great idea.
