I just read the text of the MOU in a Reuters report, and it says the $300 billion reconstruction fund will be established “by the US and its regional partners”, with the only specific action assigned to the US is ensuring there are no obstacles in the banking system regarding the transfer of money.

So, the question now is, are Qatar, Saudi Arabia, UAE, and Israel going to fork over the cash?

IIRC, the MOU says there is a 30 day deadline for half of the $300 billion to be released.
