1. My understanding is the money's coming from private-sector investment & foreign contributors primarily from Gulf states.

This will turn out like the ballroom which was $200 million funded by private donors, but is now $600 million & the taxpayers on the the hook for half of it. Art of the Yield. I laughed when I read that yesterday, but inside I'm seething at the dumbfucks who voted for this.
