He wasn't against it.That's just a pussyfoot excuse,, "Oh, dear, we can't because so and so won't go along with it."

It was never tried. Just like no one prodded and poked Garland in the rear to get something done. Because this kind of pussyfoot dilly dallying is a Democratic party trademark. And it has to stop.
