7. Well, they had almost 40 years to get their shit together

They had a flood in 1987 that killed 10 teenagers that were at a church camp. They knew the risk was there. They just kept kicking the can down the road and always had other priorities, including keeping property taxes as low as possible. Will they actually FINALLY do something? Now that over 100 people drowned?

It's been owned by a single family since 1937. 725 acres.

Many of the other counties that border the Guadalupe and other rivers have spent the money for better warning systems.
