made even more tragic by the subsequent revelations that Kerr county had previously made multiple requests for funding that was ALREADY AVAILABLE (billions if I recall correctly) for stuff like early flood warning systems that undoubtedly would have saved lives, but Texas officials refused them.

Again, blood on their hands.
