If they don't have elections, they have functionally no representation in the House and lose about 20 Senators due to the expiration of their terms. That would hand us majorities in both chambers. During the Civil War the states that tried to secede simply didn't have representation in Congress. In that case they were expelled, but in this case they simply wouldn't be elected so no need to expel them.
