11. This was a response to me when I asked the same question, but I don't find it to be much of an answer.

At the end it quotes Adam Smith, a Dem on the armed services committee saying a lot of, "We're discussing," and "we should" and we want to" statements.

I appreciate that it is best not to broadcast Democrats' plans if they exist, so I guess we just have to hope and pray they do.
