Is that how it seems you? I am endorsing money from outside New York influencing who governs them? Um, no, I am not. The obvious gotcha? Who got whom? Hard to keep track.

I have no idea what to make of the rest of your post. Anyone talking about New York politics who is not living in New York has no legitimacy? Should be considered offensive or suspect? Should be completely ignored?

Can we talk about politics in countries that we don't live in? Or would that be illegitimate, offensive, or suspect?
