The second Trump orders Hegseth to start making menacing moves, Rubio's phone starts ringing off the hook with NATO ambassadors telling that since Hegseth is a nut case and can't be reasoned with, they are calling Rubio as a last resort to tell him that if we make an unprovoked attack on Venezuela, we could be suspended from of the UN and commercially blocked off from everywhere but Hungary and Turkey. Rubio may be a jerk, but after 150 calls from more countries than he knew existed, he might figure out that we have more to lose than to gain.
