The police can lie while interrogating a suspect. [View all]

Can Senators lie while questioning a witness to create the appearance of a crime when none exists? Does responding to that question extend the Statute of Limitation for the non-existent crime if a crooked lawyer decides to try to prosecute the witness for telling the truth about the crime that never happened in the first place?
