2. Perhaps they should ask China if its possible to control internet content in one's country at least to a large degree?

Anything you can't control (if you really want to, which is a LOT), you impose draconian penalties for providing/viewing/accessing/saying whatever the government dislikes, via the internet.

I would not advise hanging my hat on the premise that the internet can't effectively be severely restricted given a government will (especially with a staggering amount of AI power at it's disposal) to do so
