E.G., is it possible that his "chronic venous insufficiency (CVI)" -- swelling around the ankles and feet, leg pain, aching, heaviness, cramping, skin discoloration or hardening, varicose veins, and in severe cases, leg ulcers -- can affect the sufficient blood flow to his brain? Thus his speaking?

He's a pitiable old guy, in a human sense; in a political sense, he's an old guy who's been destroying the lives of humans of his own country for too long.

He's also a lesson to those who can only learn the hard way (by suffering), and usually when it's too late.
