he thinks until he's thinking out loud. But it's not just dyslexics. Many people have to talk out loud to hear themselves think, and so as a 'president,' his PR front/persona is that he "weaves."
But from my high school and college level learning and teaching experience, it's clear to me that he's just not able to silently think.

Probably because Wolff's a writer, he either doesn't know these things or can't pinpoint anything but trump's constant "monologue," but my opinion's based on professional training in developmental psychology, learning disabilities, and learning psychologist Howard Gardner's books on six kinds of human intelligence.

trump can't summarize, analyze or do presidential stuff except when scripted (e.g., behind the resolute desk facing world leaders) or when he slowly reads from some telePromptr, and he certainly doesn't hear or answer clear and simple questions in any press conference. He's a prop and performer for operatives for the oligarch network.
Kamala was right when she said to his face that he's a manipulatable fool for Putin, who could eat him for lunch.
Lawrence is right about trump being the stupidest president in American history.
Deep down he knows this, and is desperate to stay rich enough and make normal people fear his unpredictability enough so that it doesn't matter.
