EDIT: I wonder if your cousin signed up for a login.gov account when applying for Social Security. The ID.me or login.gov signup process does require various forms of identification, facial rec or a photo may be one of them.

I signed up for id.me back when that was the only one available (before login.gov) and I can't remember all the things I had to provide but that may have been one of them.
