7. There are different types of fraud

One is people falsely claiming benefits, or collecting for people that are deceased. This is likely not very widespread, but in a program the size of SS, it may still amount to quite a bit of $$.

The other, which this change seems to be addressing, is people that are already receiving benefits having their direct deposits re directed by a scammer to their own account. I can't imagine not getting your check one month and finding out that your banking info was changed without your knowledge. Must be a nightmare trying to get that problem solved.

I certainly wouldn't want anyone stealing my monthly deposit that way. Making people go in person for banking changes would seem to be reasonable.
