They wouldn't know which ones were being used that were transporting migrants from Texas, so they would need to stop and board every bus entering the state. Do you really think that would be s good idea and would pass a court challenge? I don't.

Maybe search all the passengers for drugs or weapons, and check for outstanding warrants as long as you already stopped them anyway, right?

You are correct that is one way to stop it; by empowering police to stop vehicles to look to see if there if there are any migrants on board.
