3. I wonder if you could create an executive order

That says IF a refugee is transported by a state or local government, the federal government will change the place where they are to be supposed to appear AND they will be given some compensory credit for having agreed to that government to be moved. Additionally costs to transport the refugees from where they were dropped off will be charged to the government that moved them.
