This vote(if it happens) is just the first step and a smoke screen for the folks back home.

The Senate will get rid of all the fluff and pass what the medicos want.

Then it goes to conference where the House will try to salvage its pride and put some fluff back in.

Last each chamber will re-vote again to send a bill to the President (if the medicos approve the finally version).

Or it may be put off until after elections and sent back to committee for another 10 yrs.
