I've just called (and e-mailed) and said "although not a constituent, I'm prepared to contributed to Congressman/woman's _______ opponent when s/he is up for re-election". I figure that's all they care about anyway -- votes and money.

lobbyists, be they from his district, some corporation in or out of state, or from as far away as Israel, do get lieberman's ear.
But people, be they from his state or around the U.S. do not get his ear.

And I would add that their individual votes oftentimes do affect all Americans so it is not unreasonable for someone from out of the district to contact them with concerns.

They were elected to represent the interests of Virginia not the interests of someone from California, Michigan or anywhere else.
Granted, Lieberman's office's response was pretty rude but I won't hold the general practice of shutting out non-residents against them.

My senators support a public option...they are representing me. I feel rather helpless that all the work and effort are potentially wasted because of Lieberman. I feel like calling Lieberman's office and telling him to fuck off, but he's not my senator and he doesn't represent me.

You get more things done this way. There's no need to tell anyone what State you're in. I'm in NYC so I don't have to deal with a lot of things other states do. That being said, I want to help other constituents who may not be Blue but are purple and leaning blue. So I call in and give a Republican Zip and do my duty.
