3. I don't know if that's legal from a jurisdiction standpoint

Local police can be arrested for interfering with a court order depending upon what the ICE agents are doing and what they're enforcing. Excessive Force or endangering minors are the only immediate things that come to mind. Federal Civil Rights violations would have to be enforced by FBI. Local jurisdiction can maybe attempt to make the arrest but if Fed doesn't pick up charges they would have a problem. ICE and HS might not comply with orders from local JD.
