being brutal with people. He is a full on fascist and this is what fascists do when consolidating power.

I believe that Trump has a plan for declaring his dictatorship and his "new rules/laws." In advance of that, he's lining up the military in places where he expects there to be the most resistance. The militarization of blue cities is preparation for something worse that's yet to come.
