Basic B.F. Skinner, to change behavior, reward good behavior and ignore bad behavior. He seeks attention and can't live without it. So, ignore him and he will get very frustrated and go away.
We have adopted the sweetest little dog ever and was discarded because she peed in the house. I never said anything when she did it and always rewarded her when she went out and did it.. After a month or two it has worked. From once or twice a day to now once a week if that. It took time and made sure I let her out often. This method is backed by strong statistical evidence. There have been changes and the movement is now to CBA,Cognitive Behavioral Assessment, more effective with humans, but requires a desire from the individual to change.
