I wasn't completely happy with how DeWine handled the original March 17 primary. I understood that he was worried about Covid-19, but unilaterally postponing it with only a few hours to go after losing a court decision wasn't the right way to go about it.

This is not such a great solution either, though. A good vote-by-mail election involves ballots sent to voters without them having to ask for one. This two-step process, where a voter has to first send in an absentee ballot request (with their own stamp), and then send in a ballot, will likely reduce turnout. Maybe they need to do this because they don't know which party's ballot to send?
