He had four years to expand his civil rights position beyond “I marched with MLK fifty years ago,” for example. It’s the same reason Ghostbusters II wasn’t as popular as Ghostbusters - we’ve already seen this movie.

If I were to vote in a presidential
primary today, I would vote for: Joe Biden
