5. How do you track who already received a ballot and sent in a ballot?

Do you then send out a new batch just for those folks who did not send in their ballot? Of course, that gets risky if you make a mistake and leave someone out.

If I were to vote in a presidential
primary today, I would vote for: Joe Biden
