FDR's CWA and WPA proved that the government providing jobs to work on the country itself not only helped the workers employed, but also the economy in general while benefiting all with better infrastructure after such investments.

It would be important I think not to privatize the work however, as such would ensure waste as money intended for the work would be siphoned off for shareholders and workers wages would be suppressed for the sake of profit as has happened when contracts were dolled out in Iraq to help rebuild their infrastructure. Of course sub contractors could be used but would have to follow strict union wage guidelines and such contractors would have to be carefully monitored by federal agencies to insure quality of work and fair labor practices.

It would be a start, but progressive taxation should also be brought back especially regarding a much larger top tax bracket, above 50% at least.
