2. In that graph, I see a huge need for education, jobs, and housing.

Take that vast amount of money squandered on "The War On Drugs", and the funding for useless armaments dictated by politicians that even the DoD doesn't want from each of the branches of the Armed Services, and give the people in those cities the tools they need.

You want to see gun violence recede?

Give people the opportunities to advance in life through a decent job that pays, a home that is safe, a school that is second to none, health care for all.

We fail as a nation as long as we allow any citizen to see crime or violence as a viable alternative to any choice presented to them by society.
