The "traditionalist" plan won 438 to 384. Roughly 45% of the delegates are from outside the United States, and they voted overwhelmingly for that plan. I'm told that if the vote was just the US delegates, two-thirds would have voted for the One Church plan.

The Traditional Plan in a nutshell: LGBTQ folks can be members but not clergy. Punishment for clergy who officiate at same-sex marriages is one-year suspension without pay for the first offence and loss of job and pension for a second offence.

The One Church plan: Decisions on human sexuality are made at the individual church level. LGBTQ folks are welcome as members (as they are now and have been for decades!). Each church can make its own decision about having LGBTQ clergy leading their church and if same-sex marriages can take place within that church. (BTW - UM clergy have always had the ability to tell a couple that they will not perform the marriage ceremony. My pastor says that she has refused several couples over the years, because it was obvious to her that the couple was not ready for marriage and they had refused to go through pre-marriage counseling.)
