1. Wait asking a person to clean up their mess

is a problem like putting the dirty dishes in the dishwasher. Who cleans up for these people at home.

People using my time share are expected to do these simple things including putting the trash out and cleaning up the ashes if they use the fireplace.

I guess people will want to pay for maid service.
