The temples were built on the top floor — according to Jewish law, synagogues should be the tallest structures in a given area — and had to be hidden because Jews were not allowed to pray openly


This is not true. The synagogues in question were built on top of existing structures because they were in Italy where the original buildings were from 1400 or whatever. There is absolutely no religious edict that requires synagogues to be above all other surrounding buildings height, that's actually a Muslim thing, not Jewish.
