It's against federal law for these companies to charge veterans for their services, the only way they can make a profit IS by charging veterans, and if they DO charge veterans there are apparently no legal consequences.

"It’s illegal under federal law for companies that aren’t accredited by the VA to charge veterans fees for helping file their disability claims, but there’s no criminal penalty for breaking the law"
