legal 40-50 years ago. Government would have had tax revenues to pay for lots of programs. I sent letters to every member of Congress and James Earl Carter in 1974. Most responded. Back then they could have regulated it like alcohol and it was an opportunity missed. Today, it is very lucrative for those living in states where they can legally grow and sell their products.
