It's always very hard for me to understand bureaucrat's logic. It is so obvious that recreational / medical cannabis will help people yet is undeniable. My grandpa is true-life example. Cotton Candy ( detailed info http://www.ncsm.nl/strain/cotton-candy ) helps him to fight insomnia. As you can see, only God knows what's on government's mind
